The equipment must be suitable for newborns, including very-low-birth-weight premature infants, and support ventilation and continuous monitoring. The incubator's main unit may weigh no more than 30 kg and must generate less than 45 dB(A) under stable conditions; its battery must maintain essential temperature-control functions for at least 2 hours. The ventilator battery must last at least 2.5 hours and the monitor battery at least 2 hours; the monitor must retain trends and event data for at least 24 hours. All components must be securely integrated into a stable mobile system. The bid must include a point-by-point technical compliance matrix, references to supporting manuals or data sheets, a diagram or photograph of the complete configuration, dimensions and weight, battery-life information, an accessories list, CE and conformity documents, and user manuals. Functionally equivalent technical solutions are allowed when supported by manufacturer documentation. Bidders must meet the financial and technical capability requirements and, when invited, attend a practical demonstration of the offered equipment. Evaluation awards 70 points for price, up to 15 for an extended warranty and up to 15 for up to five years of preventive maintenance at no additional cost. Bids must be submitted electronically, and only one financial offer may be submitted. The best-ranked bidder must provide a 5% definitive guarantee; no provisional guarantee is required.
