Compliance requirements
The tenderer and its management, supervisory or representative persons must not be subject to relevant convictions within the past five years, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour or human trafficking. The tenderer must have met its tax and social security contribution obligations; the notice explains that a tax debt below EUR 100 or a rescheduled debt may affect the tax authority’s certificate. Other grounds include breaches of environmental, social or labour obligations, insolvency, serious professional misconduct, competition-distorting agreements, conflicts of interest, improper involvement in preparing the procurement, early termination or sanctions under previous contracts, and false or missing information. National grounds also cover enabling a foreign national to work without a legal basis, certain tax offences and international sanctions. Where a ground applies, the tenderer may provide evidence of measures taken to restore its reliability where permitted.
Qualification criteria and exclusion grounds
The tenderer must have completed, or completed the required volume under an ongoing contract, at least two cleaning-service contracts during the 36 months before the procurement began. Each contract must be worth at least EUR 20,000 excluding VAT. At least one reference contract must have involved cleaning agents bearing the EU Ecolabel for hard-surface cleaning products or another officially recognised Type I ecolabel compliant with EN ISO 14024. Submit a list stating each contract’s period, value, service type, client contact’s telephone number and email address, and identify the contract in which the ecolabelled products were used.
Submit a completed additional-work price list in the provided Excel format, with every price field completed in euros to two decimal places; do not alter or delete the listed work or descriptions. The tender must accept the procurement-document conditions and may not be conditional. For a joint tender, include the consortium’s authorisation appointing its representative. Explain any information claimed as a trade secret; prices and other specified evaluation-related numerical data may not be designated as trade secrets.
Before service begins, train the staff on environmental impacts, including correct dilution and dosing of cleaning agents, wastewater disposal and waste sorting, and provide evidence stating the training date, trainer, participants and topics. During the contract, establish monitoring and record the required environmental indicators for at least one full working day every four months: quantities and dilution of cleaning products and their ecolabel status, cleaning equipment and reusability, water use and disposal location, and solid-waste quantities and sorting. Minimise environmental impact through correct product use, ecolabelled or equivalent Type I products where possible, reduced disposable supplies and waste, efficient water use, and waste sorting. These monitoring arrangements and confirmations are not required if the tenderer provides evidence of an ISO 14001-certified or EMAS-registered environmental management system, or an ecolabel for indoor cleaning services whose criteria include reporting and environmental-impact reduction.
List all cleaning agents intended for the contract and provide evidence that they meet EU Ecolabel hard-surface-cleaner criteria 1 (aquatic toxicity) and 4 (restricted and prohibited substances). For EU Ecolabel products, submit the certificate; for other products, provide a conformity audit by a conformity assessment body or independent auditor. Where applicable, the tenderer must also confirm that restricted sanctioned suppliers or subcontractors will not be engaged above the stated 10% contract-value threshold.
