Client representation service for the design and construction works of Kärdla kindergarten

The bidder must confirm that neither it nor its relevant representatives has a final conviction within the last five years, or a still-valid exclusion obligation, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The bidder must not have outstanding tax or social security payment obligations and must not fall under the national exclusion grounds concerning enabling an unlawfully staying foreign national to work or violating the conditions for employing a foreign national. The bidder must also confirm that entering into the contract would not breach an international or Estonian Government sanction. Where applicable, the bidder must provide information about the conviction, exclusion period, remedial measures and supporting evidence. The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents or entities established in Russia, entities more than 50% directly or indirectly owned by such persons or entities, or representatives or instructed parties of such persons or entities. A bid based on a contract that would be void under the applicable sanctions legislation will be rejected.

The service must involve at least one authorised level 8 civil engineer in the building construction competence area. The person must have at least three years of work experience in providing client representation, construction management or owner’s supervision services, and experience in implementing at least one project involving the construction or reconstruction of a publicly used building with a closed net floor area of at least 2,000 m², such as a kindergarten, school or similar public building. The bid must include a copy of the person’s valid professional certificate or the certificate details. The required technical employee information, including the person’s name, profession, qualification and experience, must be provided. The bidder must also submit the duly completed Form 1, “Client Representative CV”. The bid must follow the procurement documents and the prescribed price-submission structure; conditional bids are not permitted. If equivalence is relied upon, it must be explained and supported by evidence.
