Compliance requirements
The bidder and its representatives must not have relevant final convictions within the preceding five years, or an active exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour and other forms of human trafficking. Where permitted for this procurement, the bidder may provide evidence of measures taken to restore its reliability.
A bidder may be excluded for unpaid taxes or social security contributions. The notice sets the stated threshold at EUR 0 and notes that, under Estonian rules, a tax-debt certificate is not issued for a debt below EUR 100 (excluding interest not determined by an administrative act) or where payment has been deferred; foreign bidders are assessed under the rules of their country of establishment. The bidder must also not have enabled the unlawful employment of a foreign national in Estonia, and contracting with it must not breach international or Estonian sanctions. Participation is prohibited for businesses established or resident in Russia or Belarus.
Qualification criteria and exclusion grounds
The bidder must have completed at least two communication service contracts during the 36 months preceding the start of the procurement. Their combined value must be at least EUR 30,000 excluding VAT. Ongoing contracts may also be counted if the required scope has been completed. The bidder must submit a list of the contracts, including the information requested in the procurement documents. No specific minimum turnover or named professional qualifications are stated in the provided documents.
The offer must include the participation statement and confirmations (Annex 2), a team-member list with information allowing the contracting authority to verify the team against the requirements (Annex 3), a price breakdown (Annex 4), a campaign concept, and a description of the proposed service, including the campaign strategy and creative solution, distribution and action plan. The concept must cover the central creative and communications idea, target groups, messaging, visual and written style, campaign name and slogan recommendation, rationale for the idea and channels, and how the campaign will bring together the specified education, gender equality, knowledge transfer and innovation messages. The service description must address the brief and communications challenges, strategic and creative approach, target-group engagement and avoidance of gender stereotypes, channel strategy and media-budget allocation, proposed materials and quantities, work arrangements, schedule, team roles and evaluation of results.
