Purchase of tire storage and changing services

The bidder must confirm that none of the exclusion grounds under § 95(1) of the Estonian Public Procurement Act apply. The bidder or its relevant management, supervisory or representative persons must not have been convicted of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, unlawful employment of foreign nationals, violations concerning the employment conditions or remuneration of foreign nationals, illegal use of child labour or human trafficking. The bidder must not have tax, payment or environmental charge arrears, and entering into the contract must not breach an international or Estonian government sanction. These grounds apply to all lots.

The bidder must have properly performed, or be in the process of performing, at least two contracts similar to this procurement—tire storage and tire-changing services—during the 36 months preceding publication of the procurement. The bidder must submit a list of the reference contracts, stating for each contract the period in the format year to year, the approximate contract value, and the client contact person’s telephone number and email address. This requirement applies to Lot 1, Tallinn, and Lot 2, Narva. The bidder or its cooperation partner must have a tire-changing facility in the city covered by the relevant lot, including an indoor waiting area and/or customer service area, and must provide the facility list with addresses. The tender must be unconditional, comply with the procurement documents and use the required price-form structure; the completed price form must be submitted. The bidder must also describe any trade secrets and justify their classification, or state that the tender contains no trade secrets. The tender must comply with the procurement requirements, and any proposed equivalent solution must be explained and supported by evidence where necessary.
