Mutua Montañesa is procuring private detective investigation services for 12 months to examine cases involving insured workers and other recipients of social-security benefits. Investigations may check whether a person works while on sick leave, engages in conduct incompatible with disability or other benefits, or has provided accurate information; where required, the detective must also attend court and confirm the report. The services include initial verification, surveillance, other investigations into suspected benefit fraud, and court testimony. Reports must be supported by documentary evidence and relevant photographic or video material. The procurement is divided into 19 province-based lots, and bidders may tender for one or more lots. Each lot requires a separate private detective holding the required professional licence; the same person cannot be assigned to multiple lots. The bidder must have a permanent physical office used exclusively by its business. Surveillance must begin within 72 hours of a request and generally lasts at least three days, for 5–8 hours per day; continuing beyond three days requires the contracting authority’s prior express authorisation. Verification must begin promptly and no later than 24 hours after the request, with its report due within 24 hours after verification. The surveillance report is due within five working days after surveillance ends. Services may be required at night, on weekends, holidays or during summer periods without additional charge. The estimated total volume is €87,744.28 excluding VAT, with a budget of €106,170.58 including 21% VAT; the estimated contract value including planned modifications is €96,518.71 excluding taxes. Payment is based on unit prices for services actually ordered, and the contracting authority does not guarantee a minimum number of orders. Unit prices must include reports, evidence, travel, allowances and other costs; zero-priced service offers are not accepted. Price is not the sole award criterion: price is worth 45 points, additional detectives beyond the minimum 10 points, shorter deadlines 30 points, and report quality 15 points. The provider must comply with private-investigation and personal-data requirements and protect confidential and sensitive information.
