Compliance requirements
The tender passport lists exclusion grounds relating to final convictions within the previous five years, or a continuing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. It also covers unpaid taxes or social security contributions, an unresolved conflict of interest, and serious or repeated breaches of earlier public contracts resulting in early termination, damages, price reduction or penalties. National grounds include enabling the unlawful employment of a foreign national and circumstances in which awarding the contract would breach international or Estonian sanctions. The bidder is asked to confirm whether any ground applies and, where relevant, provide details; evidence of measures taken to restore reliability may be submitted where permitted. Tax and social contribution debts are subject to the stated zero-euro threshold, with the notice explaining that a tax-debt certificate is not issued for a debt below EUR 100 or where payment has been deferred.
Qualification criteria and exclusion grounds
No specific financial-capacity, turnover, or previous-experience thresholds are stated. The bidder must hold the right to sell FT Locations’ web-based tools in Estonia throughout the contract period and provide a document proving this right. The bid must include a description of the offered products and modules demonstrating how their functionality meets the requirements, any licence and download restrictions, a description of product support, and the licence terms applicable to the contracting authority. The bidder must identify a contact person for coordinating access and user support. The bid must comply with all tender-document requirements; conditional bids are not permitted. For a joint bid, the bidders must appoint an authorised representative and submit a power of attorney. The bidder must also provide the required confirmations concerning equivalence, subcontractors and suppliers, sanctioned goods, and any information claimed as a trade secret, with reasons for that classification.
