Compliance requirements
The exclusion grounds cover final convictions within the relevant period, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. They also cover unpaid taxes or social-security contributions; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct; agreements that distort competition; unmanaged conflicts of interest or involvement in preparing the procurement; early termination or sanctions for serious breaches of previous contracts; false or misleading statements, withholding information, failure to provide requested documents, or improperly obtaining confidential information. National grounds include enabling a person without lawful status to work, being subject to international sanctions, and relevant tax offences. The bidder must also confirm that the proposed goods are not subject to international sanctions and do not originate from sanctioned regions. The tender documents prohibit involving, for more than 10% of the contract value, subcontractors or suppliers who are Russian nationals, residents or entities established in Russia, entities more than 50% owned by them, or persons or entities acting on their behalf or under their direction. Where a ground applies, the documents describe circumstances in which the bidder may provide evidence of measures taken to restore its reliability, subject to the stated legal conditions.
Qualification criteria and exclusion grounds
No specific turnover, financial-capacity or previous-experience thresholds are stated in the available tender documents. The bidder must submit documents clearly identifying the offered instrument’s manufacturer and model and providing technical data demonstrating compliance with the technical specification. The bid must also include detailed installation-site requirements, including power consumption and installation specifications; exhaust requirements, including airflow velocity and recommended duct dimensions, confirming compatibility with standard laboratory ventilation systems; software manuals and guidance covering data security and backup procedures; and proof that the service technician who will install the system is certified by the manufacturer. If an equivalent is offered where the documents refer to a standard, product or other specified basis, the bidder must explain the equivalence and provide supporting evidence. For a joint bid, the bidders must appoint an authorised representative and include the relevant power of attorney. The bidder must confirm that the bid complies with the tender documents; conditional bids are not permitted.
