Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The contracting authority must exclude a bidder if the bidder, or a person authorised to represent, manage or control it, has been convicted of participation in a criminal organisation, breach of integrity obligations or a corrupt act, fraud, terrorist offences or related conduct, money laundering or terrorist financing, unlawful employment of a foreign national or violations of the conditions for employing foreign nationals in Estonia, including paying below the statutory wage rate, or unlawful child labour or human trafficking. A bidder must also be excluded if it has outstanding tax, payment or environmental-charge debts under Estonian law, or tax or social-security contribution debts under the law of its country of establishment, or if awarding the contract would violate an international or Estonian government sanction. The authority may also exclude a bidder for materially or repeatedly breaching an important term of a previous public contract where this resulted in termination, withdrawal, a price reduction, compensation for damage or a contractual penalty, or for providing false information or failing to provide information or requested supporting documents concerning exclusion grounds or qualification. The bidder must submit the required declaration on the specified form. In a joint bid, every member must provide the applicable declarations.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of an EU or EEA member state, or a state party to the WTO Government Procurement Agreement (not merely an observer), where registration is required by the law of the bidder’s country of establishment. A valid registration certificate must be provided on request; bidders established in Estonia do not need to submit a copy. If the bidder relies on another entity’s resources to meet the financial or technical requirements, it must identify that entity and provide its declarations on the required forms. The bidder’s annual net turnover from the design, sale and installation of security systems must have been at least EUR 250,000 excluding VAT in each of the three most recent financial years completed by the start of the procurement: 2023, 2024 and 2025. If the financial year differs from the calendar year, the corresponding financial-year periods apply. Turnover details must be provided on the required form; supporting accounts or other evidence must be supplied on request, unless publicly available to the contracting authority. The bidder must provide a team of at least four different people: at least two security systems technicians, one security systems specialist and one security systems designer. At least one team member must have completed working-at-heights training and hold a certificate. At least two members must hold an Inner Range Integriti Advanced Technician certificate issued by the manufacturer, and at least two must hold personal Avigilon Unity Video 8 certificates issued by the manufacturer. The technicians must hold a level 4 Security Systems Technician professional certificate or equivalent; the specialist must hold a level 5 Responsible Security Systems Specialist certificate or equivalent; and the designer must hold a level 6 Security Systems Designer certificate or equivalent. Team details and certificates must be submitted. Where certificates cannot be verified in the public professional register, a copy must be provided on request. Foreign qualifications must undergo the required Estonian recognition or verification procedure; if it is still pending at bid submission, evidence of an application to the Consumer Protection and Technical Regulatory Authority must be provided. The certificate or its recognition must remain valid throughout contract performance. For team members who are not the bidder’s employees, declarations concerning the absence of exclusion grounds and their availability and ability to participate in contract performance must be provided on request. The bidder must submit the participation declaration and price in euros using the specified pricing structure. By submitting a bid, the bidder accepts the tender-document requirements; conditional bids are not permitted. Any claimed equivalence must be explained and supported with evidence. Joint bidders must appoint an authorised representative and confirm joint and several liability in a power of attorney signed by all members. The bidder must identify and justify any information claimed as a trade secret, or state that the bid contains none. No award-scoring criteria are specified in the provided documents.
