The bidder and its relevant representatives must not have disqualifying convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking, unlawful employment of foreign nationals, or tax offences. Disqualification may also apply for unpaid taxes or social-security contributions; breaches of environmental, social or labour-law obligations; bankruptcy, liquidation, insolvency proceedings, creditor arrangements, court- or liquidator-controlled assets or suspended business activity; serious professional misconduct; agreements that distort competition; an unmanageable conflict of interest; involvement in preparing this procurement that creates an unavoidable competitive advantage; serious or repeated failures under previous contracts resulting in early termination, damages or comparable sanctions; or false or misleading information, omitted information, failure to provide requested supporting documents, or improper attempts to influence the procurement or obtain confidential information. A bidder may also be excluded where participation is restricted by its country of establishment or entering into the contract would breach an international or Estonian government sanction. The bidder must provide the required declarations and, if a ground applies, explain the circumstances and any remedial measures where permitted. For Estonian tax debts, the notice explains that the tax authority does not issue a debt certificate when the relevant debt is below EUR 100 or payment has been rescheduled.

The bidder must be registered in the Estonian Commercial Register or an equivalent business register in its country of establishment and provide the registration details or supporting evidence if required. The bidder must submit a list of at least one properly completed contract for renting and replacing entrance mats during the 36 months preceding the start of the procurement. The combined value of the listed contracts must be at least equal to the price offered. The list must state the contract values, periods and other contracting parties; details are to be provided in the European Single Procurement Document and, if needed, on the form in Annex 5 to the procurement documents. No specific turnover or financial-capacity threshold is stated. The bid must comply with the procurement documents and must not be conditional. The price must follow the structure in the pricing form in Annex 4. For a joint bid, the bidders must appoint an authorised representative and include the relevant power of attorney. The bidder must identify and justify any information claimed as a trade secret; the bid price and other specified evaluation figures may not be classified as trade secrets. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions, and submit the required bid forms and, where applicable, authorisations.
