Postal services framework agreement and hybrid mail delivery for the City of Königs Wusterhausen (4 lots)
Summary
The procurement is for a four-lot framework agreement covering postal services for the City of Königs Wusterhausen: collection, franking, carriage and delivery of conventional mail in Brandenburg, Berlin, across Germany and internationally, as well as a hybrid mail service in which documents are produced and sent by post. The precise services and priced mail categories depend on the lot. Hybrid mail covers delivery throughout Germany and the international dispatch categories listed in the price schedule. The stated annual volumes are estimates, not guaranteed minimum quantities: approximately 50,001, 10,701, 10,741 and 30,000 items for Lots 1–4 respectively, with annual maximum quantities of 65,000, 18,000, 18,000 and 60,000. For Lots 1 and 2, mail is handed over unsorted and unfranked. Collection for these lots takes place on working days in Königs Wusterhausen at 1:00 p.m. Monday to Thursday and 12:00 p.m. on Fridays. The initial contract term runs from 1 January to 31 December 2027, with three possible one-year extensions, ending no later than 31 December 2030. The bidder must complete all applicable price-schedule items, provide the required evidence of postal authorisation and insurance, and comply with data-protection and postal-secrecy requirements. A delivery concept is required with the Lot 4 tender. For Lots 1–3, evaluation covers price, delivery time, response and complaint-handling times, and the share of clean vehicles. For Lot 4, price and software functionality and service quality carry equal weight. The tender submission deadline is 7 October 2026 at 9:30 a.m.
