Smart parcel locker and/or mailbox use service in buildings

Summary

The contract covers making a network of smart parcel lockers and/or mailboxes available to Correos Express in the Community of Madrid, so courier parcels can be delivered in shared areas of residential buildings, offices and business centres. The contractor must provide at least 30,000 geolocated parcel compartments, install and integrate a software platform compatible with Correos Express systems, and provide maintenance, technical support, user assistance and parcel tracking. The service also includes weekly incident reporting and notifying recipients and monitoring collection of their parcels. The initial contract period is up to 6.5 months, including six months of service delivery; two extensions of three months each may be granted. The estimated volume is 250,000 successful deliveries, the maximum unit price is €0.40, and the budget is €100,000 excluding VAT (€121,000 including VAT). The bid must include a technical solution and a financial offer. Price is worth up to 70 points and non-price technical criteria up to 30 points; the number of lockers and implementation and support performance are also assessed. Bids must be submitted electronically through Spain’s Public Sector Procurement Platform within five working days from the day after publication of the contract notice. Participation requires evidence of at least two similar references, turnover, insurance, and commitment to provide the required team and locker network.
