M2M and business communications services

Summary

The tender covers M2M connectivity for MOBI.E’s electric-vehicle charging network, together with business communications and internet services in Portugal for up to 36 months. The contract ceiling is €190,000 excluding VAT. Payment will be based on unit prices applied to services actually used; no minimum consumption is guaranteed. The supplier must provide and manage connectivity for charging-point M2M SIM cards and, if needed, replace, install and configure them throughout the country. Connectivity must support equipment capable of 2G, 4G/LTE-M/NB-IoT and 5G. The card network must be securely segmented and provide access through APN and VPN arrangements. Minimum monthly service availability is 99.80%, and recovery from an APN IPsec access fault or GPRS network outage must take no more than 3 hours. New M2M SIM cards must be delivered within 48 hours, and separate networks for charging-point operators must be set up within 4 consecutive days of a request. If needed, the transition period may last up to 30 days; services should generally be fully operational by 23 November 2026. The procurement also includes a virtual IP telephony solution combining fixed and mobile voice services, initially 25 DDI numbers and 25 voice-and-data SIM cards, plus two unlimited-data SIM cards with devices. Each voice-and-data SIM must include at least 3,000 voice minutes and SMS messages and at least 25 GB of mobile data. Fixed internet must be unlimited, with symmetrical speeds of at least 500 Mbps. The price must include the necessary network equipment, at least five access points and a mobile-network backup connection in case the fibre connection fails. Price is the sole award criterion. The lowest total price is assessed using the unit prices and indicative quantities stated in the tender documents. Proposed unit prices must not exceed the specified ceilings. The bid must include a declaration accepting the tender requirements, a unit-price schedule and a description of the proposed solution. Variant bids are not allowed. Bids must be submitted electronically by 6 October 2026 at 23:59 and remain valid for 90 days from the submission deadline. Bidders must also confirm that no exclusion grounds apply, and the successful bidder must provide the required qualification documents.
