Point-to-point optical link service between SOCIB and the University of the Balearic Islands

Summary

The procurement covers the installation of a single point-to-point optical link between SOCIB’s new premises at Moll Vell in Palma and the University of the Balearic Islands (UIB) campus, maintaining SOCIB’s connection to the RedIRIS research and academic network. The contractor must provide the necessary infrastructure and equipment, install, configure, certify and commission the link, then operate, monitor, support incidents and maintain it for five years. The link must provide at least 10 Gbps capacity, be expandable to at least 20 Gbps and achieve annual availability of at least 99.90%. Commissioning, including acceptance tests, is due within six weeks from the day after contract signing. The proposed solution must allow for a possible second, physically diverse link, but that second link is not part of this procurement. The estimated value is €133,000 excluding VAT (€160,930 including VAT). Price is worth up to 60 points, with further points available for greater scalability and a shorter commissioning time. Bidders must, among other things, provide a high-category certificate under Spain’s National Security Scheme (ENS), demonstrate financial and technical capacity, and ensure round-the-clock network monitoring and incident support.
