Cleaning service for Manuela Peña School in Covaleda

Summary

The procurement is for cleaning all buildings, rooms, furniture and equipment at CEIP Manuela Peña school in Covaleda, as well as the outdoor areas of the school grounds. The work includes, among other tasks, daily cleaning of toilets, changing rooms, showers, classrooms and staff rooms; regular cleaning of the library and sports facilities; and thorough cleaning during school holidays. Outdoor areas are cleaned on alternating Mondays, Wednesdays and Fridays. Windows are cleaned during school holidays: inaccessible windows once and accessible windows twice per year. The contractor provides the workforce, cleaning products, equipment, work clothing and washroom supplies, and removes rubbish to the containers daily. Gardening, tree care and pest control are excluded. The contract runs from 1 January 2027 to 31 July 2030, with a possible one-year extension through 31 July 2031. The base tender budget is EUR 24,000 excluding VAT, or EUR 29,040 including EUR 5,040 VAT. Offers are assessed on price and a visit to the premises: bidders receive 1 point for each EUR 500 reduction from the base budget, up to 6 points, and 2 points for visiting the school. The visit must be arranged at least two days in advance and takes place on weekdays between 08:00 and 15:00. Offers must be submitted electronically within 10 days from the day after publication of the contract notice. Bidders must confirm their legal capacity, required solvency, absence of contracting prohibitions, and up-to-date tax and Social Security payments. The documents set no specific turnover or past-experience thresholds. During performance, the contractor must comply with labour and social security rules and the applicable collective agreement. At least one worker assigned to the service must belong to a specified group facing employment barriers, or workplace training must be facilitated, with half of the training hours taking place during working time. The tender documents also provide for the transfer of the two current cleaners in accordance with the applicable collective agreement.
