Video minutes, recording and livestreaming of plenary sessions

Summary

Requena City Council is procuring a software-as-a-service platform and related services to create, manage, digitally sign, store and publish video minutes of municipal plenary sessions. The platform must also cover committees and other municipal governing bodies, and provide recording and livestreaming of plenary meetings and other events at the Council’s premises. The contractor must provide the platform, hosting, maintenance, updates, training and support, as well as the technical staff and equipment needed to produce and broadcast the events. The service includes automated camera operation and indexing of agenda items and speakers, public and authorised portals, secure cloud storage, and transfer of the Council’s data and storage account at the end of the contract. The contract runs for one year from the service start date and may be extended for three further annual periods. The maximum budget for one year is EUR 20,991.73 excluding VAT (EUR 25,400 including VAT), and the estimated contract value is EUR 83,966.92 excluding VAT. The annual estimate covers the platform and maintenance, plus production for 12 ordinary plenary sessions, 4 extraordinary sessions and 10 other events. The contract is not divided into lots. Bids must be submitted electronically in a single envelope; the deadline is 15 calendar days from the day after publication of the notice. Bidders must be registered in the relevant official register, meet the financial and technical capacity requirements, and hold a valid ENS medium-level certificate in their own name. Annual turnover in the best of the last three available financial years must be at least EUR 83,966.92. Bidders must provide detailed evidence that their solution integrates with the installed equipment without replacing it; missing or inadequate compatibility evidence may lead to exclusion. The authority may require a practical demonstration before award. The award is based on price (60 points), proven integration experience (25 points) and service improvements (15 points).
