Technical assistance for operating ICEX budget and grant-data applications

Summary

ICEX is seeking one year of technical assistance to operate the applications used by its economic and financial directorate for budget and grant management and related data processing. The work includes supporting budget opening, execution and closure; extracting budget data and producing reports; supporting SAP users; and identifying possible budget-management enhancements. It also covers managing grant data and files for the national grants database, preparing and uploading data for the European Regional Development Fund and other EU-funded activities, ensuring data quality, producing procedure manuals, and transferring documentation and knowledge at the end of the contract. The work must be performed by two full-time IT consultants, each with the required qualifications and at least five years’ experience with budget-management tools. The bid must include the required qualification and experience evidence, a technical project proposal and a price offer. The budget ceiling is €190,575 including VAT. Price, relevant consultant experience and the technical approach affect the evaluation. A score of at least 14 out of 28 on the qualitative technical criteria is required to continue. The contract runs for one year and may be extended up to three times, for one year each.
