Radio-frequency equipment support and maintenance at CRTVE centres in the Community of Madrid
Summary
The procurement covers maintenance, supervision, configuration, installation and repair of radio-frequency equipment and signal-distribution networks at RTVE centres in the Community of Madrid, as well as installing and operating radio-frequency systems at events. The equipment includes radio-frequency and IPTV headends at Torrespaña and Prado del Rey, satellite antennas, amplifiers, distribution equipment, and cable and fibre-optic networks. The contractor must inspect the headends weekly and satellite antennas and equipment at other production centres every two weeks, repair faults found, and deliver technical network diagrams and an equipment inventory within the first six months. RTVE may request weekday services from 08:00 to 22:00, including fault repairs, new installations, relocation or refurbishment of existing installations, and retuning television receivers. Event services may total up to 640 hours, including weekends and public holidays. The contract runs for 12 months from 1 January 2027 and may be extended by up to a further year. Its estimated value, including the possible one-year extension, is €152,800 excluding VAT; the annual tender budget is €92,444 including VAT. Payment is only for services actually requested and satisfactorily delivered. Price carries 65 points, automatic technical criteria 10 points and qualitative technical assessment 25 points; a bid must obtain at least 35% of the available points for the technical criteria assessed by judgement. Bidders may offer improved response and repair times of 15 minutes for response, one hour for a major fault and 24 hours for a minor fault. The technical specification sets baseline limits of 30 minutes for response, two hours to attend the site, two hours to resolve a major fault and 48 hours to resolve a minor fault. Bidders must demonstrate annual turnover of at least €76,400 and provide evidence of the required comparable projects; companies less than five years old have an alternative route to demonstrate technical capacity. The work must be carried out by technicians with at least specialist technician qualifications, and all assigned personnel must hold evidence of training for working at height and in confined spaces. The bid must include CVs, relevant training certificates, and an inventory of required spare parts and measuring equipment. Bidders must also submit technical and price offers and appoint a service coordinator. A final performance guarantee is required; no provisional guarantee is required.
