Planned and unplanned maintenance of fluid networks at Cartagena Dock

Summary

The contract covers planned and unplanned maintenance of the fluid networks and related installations at Cartagena Dock. The work includes, among other things, maintenance of fire-protection, gas, compressed-air, potable-water and petroleum installations, as well as boilers. The contract runs for 12 months and may be extended up to three times, each extension lasting 12 months. The planned start date is 1 December 2026. The estimated total value is €2,640,000 excluding VAT, and the initial contract budget is €528,000 excluding VAT. To bid, participation must be confirmed by 10:00 on 16 October 2026, bidders must attend the mandatory site visit at 08:00 on 19 October 2026, and the offer must be submitted electronically by 10:00 on 26 October 2026. Offers are evaluated on technical quality (30 points) and price (70 points). The financial offer must observe these annual ceilings: €528,000 for the fixed portion, €660,000 for the fixed and variable portions combined, €125,400 for planned maintenance, and €35 for the standard hourly rate for unplanned maintenance. Bidders must hold the required operating authorisations, have annual turnover of at least €800,000 in the best financial year of the last three years, demonstrate the required experience, and hold valid ISO 9001, ISO 14001 and ISO 45001 certificates or equivalents. The offer must comply with the technical specification and include the required evidence of qualifications and capacity.
