Compliance requirements
The contracting authority will exclude a bidder if any mandatory exclusion ground under section 95(1) of the Estonian Public Procurement Act applies. It may also exclude a bidder if a ground under section 95(4) applies. These checks also cover any entity whose resources the bidder relies on to demonstrate qualification. Participation is prohibited for bidders, joint bidders and relied-upon entities established or resident in Russia or Belarus.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract similar to this procurement during the 36 months preceding the date on which the contract notice was published in the national public procurement register. A similar contract is one involving maintenance of gas fire-extinguishing systems or the construction or installation of such systems. Submit Form 1 listing the contracts, including the client and contact details, contract subject, value and duration; include the procurement reference number if the contract was awarded through a public procurement.
The services must be performed by a person holding at least the professional qualification “Responsible Specialist for Security Systems, Level 5”, with the selected competence “Installation and Maintenance of Gas Fire-Extinguishing Systems”, or an equivalent qualification. Initial qualifications based solely on education and issued by educational institutions are not considered equivalent. Provide the specialist’s details using Form 4. For a qualification issued outside Estonia, submit a copy of the qualification document and a document from the competent Estonian authority confirming that the foreign qualification is equivalent to the required qualification. Qualifications recorded in Estonia’s public professional register will be checked by the contracting authority.
The bid must comply with the tender documents. Where equivalence is relevant, explain it and provide supporting evidence. Submit the participation application using Form 2, and identify any documents claimed as trade secrets in a separate list with reasons. Submit the price in euros both in the procurement register’s price sheet and in Form 3, completing all applicable fields. Zero prices for services are not permitted; if the totals differ, the total calculated from Form 3 will prevail. For a joint bid, appoint a representative and submit the authorisation and confirmation of joint and several liability using Form 8. No specific award-scoring criteria are stated in the provided documents.
