Compliance requirements
The bidder may be excluded if it or a person in its management, supervisory or control bodies, or authorised to represent or control it, has a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, a terrorist offence, money laundering or terrorist financing, child labour or another form of human trafficking. The relevant exclusion period in a conviction also applies. Where legally available, the bidder may provide evidence of measures taken to restore its reliability.
Exclusion may also apply for unpaid taxes or social security contributions in the bidder’s country of establishment or the contracting authority’s country. The stated threshold is EUR 0; however, under Estonian rules, a tax-debt certificate is not issued for debt below EUR 100, excluding interest not determined by an administrative act, or where payment has been deferred. The bidder must also confirm that entering into the contract would not breach an international or Estonian government sanction.

Joint bidders must appoint an authorised representative and include their power of attorney with the bid. The bid must accept the tender-document conditions, must not be conditional, and must follow the specified price-submission structure.
