Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The buyer will exclude a bidder if it or a person authorised to represent, manage or control it has been convicted of participation in a criminal organisation, breach of integrity or corruption, fraud, terrorism-related offences, money laundering or terrorist financing; enabling unlawful employment or breaches of foreign workers’ employment conditions; unlawful child labour or human trafficking; or tax offences. Exclusion is also mandatory for outstanding national taxes, duties or environmental charges, social security contributions, or where awarding the contract would breach international or Estonian government sanctions. The buyer may also exclude a bidder for breaches of environmental, social or labour law; insolvency, liquidation or suspended business activity; serious professional misconduct; outstanding local taxes; anti-competitive conduct; an unmanageable conflict of interest or an advantage arising from involvement in preparing the procurement; significant or repeated failures under previous public contracts; false or misleading information; attempts to improperly influence the buyer or obtain confidential information; or lack of the legal right to submit a tender. The bidder must provide the prescribed declaration confirming that no exclusion grounds apply.

Qualification criteria and exclusion grounds

For technical and professional capacity, the bidder must have performed at least two contracts for travel management services between 1 January 2023 and the date the contract notice was published in the public procurement register. Each contract must have a value of at least EUR 50,000 excluding VAT. If a contract began before 1 January 2023 or ends after the notice publication date, at least EUR 50,000 excluding VAT of services under each contract must have been performed within the specified period. This requirement applies to all lots. The bidder must submit the prescribed information about its qualifications. If submitting a joint tender, the bidders must appoint an authorised representative for procurement-related matters and for concluding and performing the contract, and provide the authorisation. The bidder must identify any trade secrets in the tender and explain why they qualify as such; the tender price and other specified evaluation-related figures may not be designated as trade secrets. The bidder must confirm that contract award and the proposed service do not breach applicable sanctions and that the service does not involve persons, goods or services subject to sanctions or originating from sanctioned regions. Where the tender proposes an equivalent to a cited standard, technical reference, source, process, brand, patent, type, origin or production method, the bidder must explain and document the equivalence. The bidder must also confirm compliance with the procurement documents.
