Compliance requirements
The bidder may be excluded if the bidder, or a person with management, supervisory or representative authority, has a relevant conviction within the past five years or remains subject to an exclusion period. The listed offences include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. The bidder may also be excluded for outstanding tax or social security contribution obligations, for enabling a foreign national to work without a legal basis or in breach of applicable employment conditions, or if awarding the contract would violate an international or Estonian government sanction. For tax debts in Estonia, the notice explains that the tax authority does not issue a debt certificate where the relevant debt is under EUR 100 or payment has been rescheduled. Where permitted for this procurement, a bidder affected by an exclusion ground may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
The bidder must train the staff who will provide the service before service delivery begins. Training must cover environmental impacts, including correct dilution and dosing of cleaning products, wastewater disposal and waste sorting; evidence must record the date, trainer, participants and topics.
During the contract, the bidder must monitor and record the offered performance indicators at least once every four months, for at least one full working day. Records must cover the quantities and EU ecolabel status and dilution rates of cleaning products; the types and reusability of cleaning equipment; water use and disposal; and the quantity and sorting of solid waste. The bidder must use cleaning products according to instructions, use EU Ecolabel or equivalent Type I ecolabel products where possible, minimise disposable cleaning equipment, use water efficiently, reduce solid waste and sort waste. These monitoring commitments and the associated procedure are not required if the bidder holds an ISO 14001-certified or EMAS-registered environmental management system, or an ecolabel for indoor cleaning services that includes reporting and environmental impact reduction objectives; the bidder must provide evidence of the qualifying system or ecolabel.
The bidder must provide lists and supporting evidence for the cleaning products, hand soap and tissue products used or supplied. Cleaning products must meet EU Ecolabel criteria 1 and 4 for hard-surface cleaning products; products without the relevant ecolabel require a conformity audit by a conformity assessment body or independent auditor. Hand soap must meet the EU Ecolabel requirements for rinse-off cosmetics under Commission Decision 2014/893/EU or 2021/1870; products without an ecolabel require a conformity audit. Tissue products must meet EN ISO 14024 Type I ecolabel requirements or an equivalent European standard; products without an ecolabel require a conformity audit confirming compliance.
Before submitting a bid, the bidder must visit the municipal office in person, including to inspect the floor coverings, and confirm the visit by signing the on-site register. The submitted text specifies no separate financial or previous-experience qualification thresholds and no award criteria.
