Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must declare whether it is subject to the exclusion ground relating to international sanctions under Estonian Public Procurement Act § 95(1)(5). The contracting authority checks the absence of this ground based on the bidder’s declaration and may request additional information or evidence if it has justified doubts. Participation is restricted to economic operators established in Estonia, another EU Member State, an EEA contracting state or a country party to the WTO Government Procurement Agreement.

Qualification criteria and exclusion grounds

The bid must accept all conditions in the procurement documents; conditional bids are not permitted. Joint bidders must appoint an authorised representative and include the relevant power of attorney with the bid. The bidder must identify any information claimed as a trade secret and explain why; the bid price and price components, as well as other numerical indicators relevant to evaluating service bids, may not be classified as trade secrets. The bidder must favour environmentally responsible solutions during contract performance, including holding meetings online where possible, keeping digital materials to an appropriate file size and deleting unnecessary digital materials after performance. The bid must include a specific vision for the magazine issue and a concept describing how its articles will be amplified in public, including concrete outputs, publication in other outlets and planned dissemination to the target groups. It must also include an activity plan and schedule for producing one issue, with at least weekly precision, covering the key stages such as convening the editorial board, gathering source material, preparing articles and illustrations, submitting and approving materials, and printing. The concept and schedule will be assessed under the corresponding award criteria; the evaluation methodology is in the procurement documents. No specific financial-capacity or prior-experience thresholds are stated in the supplied requirements.
