Compliance requirements
A bidder may be excluded if, within the past five years or while an exclusion period remains in force, the bidder or a person with authority to represent, manage or control it has been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. Exclusion grounds also include tax or social security contribution debts, enabling the unlawful employment of a foreign national, and entering into the contract in breach of an international or Estonian government sanction. The stated threshold for tax and social security debts is EUR 0; under Estonian law, a tax debt below EUR 100 is not treated as outstanding for this purpose if it is rescheduled. A bidder may provide evidence of remedial measures to restore its reliability where permitted.
Qualification criteria and exclusion grounds
The bidder must demonstrate that it has completed at least one contract during the 36 months preceding the start of the procurement for maintenance and repair of ventilation systems comparable to those covered by this contract. The contract value must be at least EUR 20,000 excluding VAT. Submit a list of the relevant work, including its value, dates and client details; if the contract resulted from a procurement, include its reference number. The bidder must also name the person responsible for providing the services and show that this person holds a refrigeration mechanic vocational qualification at level 3 or an equivalent qualification.
Submit the completed pricing form and provide the bid price in the structure specified in the pricing criteria and evaluated indicators worksheet. Identify any trade secrets in the bid and explain why they qualify; the bid price and other information used to evaluate service bids may not be designated as trade secrets. By submitting a bid, the bidder confirms acceptance of the procurement documents’ conditions. Conditional bids are not permitted.
