Compliance requirements
The bidder must confirm that neither it nor the relevant persons covered by the Estonian Public Procurement Act are subject to exclusion grounds arising from criminal convictions. The bidder must not have unpaid national tax arrears of €100 or more, or equivalent tax or social security arrears under the law of its country. If arrears are found, the bidder has three working days to pay them or arrange a payment plan. The buyer may exclude a bidder that is bankrupt, being liquidated, subject to comparable proceedings, has suspended its business or otherwise presents justified concerns about its ability to complete the works. The buyer may also exclude a bidder for serious professional misconduct or significant or repeated breach of an earlier public contract, taking account of applicable time limits, the seriousness of the breach and any remedial measures. Exclusion may apply for material false statements, withholding information, improper influence, anti-competitive agreements, conflicts of interest or an unjustified advantage from involvement in preparing the procurement where that issue cannot be remedied by less restrictive measures. Participation is restricted to bidders established in Southeast Estonia. The bidder must also comply with applicable international and Estonian government sanctions; supporting information may be requested for checks.
Qualification criteria and exclusion grounds
The bidder must be entered in the Estonian Commercial Register and have its registered address in Valga, Võru or Põlva County. A Commercial Register extract must be provided. The bidder’s annual sales revenue in 2025 must have been at least €1,100,000, and the bidder must have made a profit. In addition, the bidder’s net turnover from construction works must have exceeded €1,100,000 per year in each of the last three years; annual figures and supporting evidence must be provided where necessary. The successful bidder may also be asked to provide a profit and loss account for 1 January–30 September 2026 and a balance sheet as at 30 September 2026.
Within the 60 months before the procurement began, the bidder must have completed at least one building construction or reconstruction contract involving timber load-bearing structures and walls filled with a clay mixture, such as clay mixed with wood chips or hemp. The reference must include construction or installation of the timber structure and completion of the building envelope with the clay mixture; interior finishing, maintenance or replacement of individual fittings alone is not sufficient. Provide the project name, work description, completion period, the bidder’s actual role, the client’s contact details and evidence of proper completion.
The bidder must also demonstrate, within the same 60-month period, experience in both: (a) constructing or assembling a timber load-bearing structure with a dome, vault, arch or comparable curved geometry; and (b) installing a clay or lime plaster system on a convex or concave surface, including substrate preparation, joint detailing and final finishing. These experiences may come from different projects. References must describe the geometry or surface, technology, work scope and the bidder’s role.
A person responsible for managing the construction works must be available for contract performance, with professional qualifications and a scope of qualification sufficient to manage construction of the building. Provide the person’s name, proof or a register reference for the qualification, and their consent to participate. Qualifications obtained abroad must meet the applicable recognition requirements for working in Estonia.
The offer must comply with the procurement documents; conditional offers are not permitted. Prices must follow the structure specified in the pricing schedule. Any claimed trade secrets must be identified and justified; prices and other specified evaluation-related figures or characteristics may not be designated as trade secrets. Where an equivalent solution is offered, explain its equivalence and provide supporting evidence. No specific award criterion or scoring method is stated in the provided documents.
