Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded if, within the last five years or while an exclusion period remains in force, the bidder or a member of its management or supervisory bodies, or a person authorised to represent, decide for or control it, has been convicted of participation in a criminal organisation, corruption, fraud, a terrorist offence, money laundering or terrorist financing, child labour or human trafficking. Exclusion also applies for breaches of tax or social security payment obligations. The notice sets the relevant debt threshold at EUR 0; under the stated Estonian rule, a tax debt below EUR 100 or a debt whose payment has been rescheduled does not result in a tax-debt certificate. A bidder may also be excluded for enabling a foreign national to work without legal grounds or in breach of applicable employment conditions, or where entering into the contract would violate an international or Estonian government sanction. Where legally available, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must be entered in the business register of its country of establishment and provide its registration number. The procurement passport sets no specific turnover, previous-experience or team requirements. The bid must include a technical description of the tractor offered and its price in the structure required by the procurement documents. It must comply with the procurement documents and must not be conditional. If equivalence is relied upon, the bidder must explain it and provide supporting evidence. Consortium bidders must appoint an authorised representative from among themselves and include the relevant power of attorney. The bidder must identify any information claimed as a trade secret and explain that designation; the bid price and indicators used in evaluation may not be designated as trade secrets. The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region. The documents do not provide a scoring breakdown for the award criteria.
