Compliance requirements
A bidder may be excluded if the bidder or a person in its management, supervisory or control bodies, or authorised to represent or control it, has a relevant final conviction within the previous five years, or an exclusion period imposed by the judgment remains in force. The grounds include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.
Exclusion grounds also include unpaid taxes or social security contributions. The notice sets the threshold at EUR 0; however, under the stated national rules, a tax-debt certificate is not issued for debt below EUR 100, excluding interest not established by an administrative act, or where payment has been deferred. Foreign bidders are assessed under the rules of their country of establishment.
A bidder may also be excluded for enabling a foreign national staying in the country without a lawful basis to work, or for enabling breaches of the conditions for foreign nationals’ employment, including payment below the statutory wage rate. A further ground applies if awarding the contract to the bidder would violate an international or Estonian government sanction. The bidder must provide the relevant confirmations and, if reasonably requested, supporting information or evidence.
Qualification criteria and exclusion grounds
The bidder must have completed at least one nationwide study based on face-to-face interviews conducted in respondents’ homes within the 36 months preceding the start of the procurement. The study must have involved a target group aged 6–14 (a permitted age variation of ±1 year) and a sample of at least 200 respondents from that target group.
The team must include people able to perform the following functions:
- Project manager: at least 3 years’ experience managing research projects and having managed at least 5 studies.
- Data specialist/analyst: at least 24 calendar months performing the specified data-processing and analysis tasks, participation during that period in at least 3 studies of a representative cross-section of Estonia’s population, and higher education.
- Sampling specialist: at least 24 calendar months performing the specified sampling tasks, participation during that period in at least 3 studies of a representative cross-section of Estonia’s population, and higher education.
- Manager of face-to-face interview fieldwork: at least 24 months’ experience managing face-to-face interview surveys during the 36 months preceding the procurement.
At least one team member must have participated in a study of children aged 6–14 (permitted variation ±1 year) during the 36 months preceding publication of the procurement. One person may perform multiple functions if they meet the requirements for each function. Experience may have been gained with another organization.
The bidder must provide a research plan describing the method, data collection and respondent selection, measures to mitigate ethical risks involving children, the planned sample structure using Form 1, and quality assurance for data collection and analysis. A separate detailed description must explain interview-work quality management, including interviewer recruitment and training, their experience range, supervision of fieldwork and compliance with respondent-selection rules, feedback collection, and—if subcontracted—oversight of the subcontractor’s fieldwork.
CVs for the proposed team members must show their names, education and work experience. The bidder must also provide the experience overview in Form 2 and the list of team members’ studies involving children in Form 3; the information in these forms is also used to evaluate tenders. The team’s experience conducting studies with children is an evaluation criterion, but the supplied text does not state the scoring details.
If bidding jointly, the bidders must appoint an authorised representative and provide the power of attorney. The bid must accept the tender-document conditions and must not be conditional. The bidder must identify any claimed trade secrets and explain the designation; the bid price and evaluation-related numerical figures may not be marked as trade secrets. If subcontractors are used, the bidder must identify each subcontractor and the subcontracted service and provide the subcontractor’s signed confirmation that it agrees to perform the contract under the buyer’s conditions. The buyer prefers that the bidder conduct the research and fieldwork itself.
