Compliance requirements
A bidder may be excluded if, during the previous 12 months, it materially breached a public contract concluded with the contracting authority, or if the authority has an ongoing dispute with it concerning an alleged material breach during that period. The statutory exclusion grounds under § 95(1) of Estonia’s Public Procurement Act must also not apply.
