Preparation of the detailed design for the reconstruction of the Peressaare Bridge at km 4.83 of National Road 13165 Oonurme–Peressaare

The bidder and relevant persons authorised to represent, manage or control it must declare whether, within the applicable period, they have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also declare whether it has outstanding tax or social security obligations, has had a previous public contract terminated early or faced damages or comparable sanctions for serious or persistent breach, or has breached rules concerning the employment of persons unlawfully residing in the country. The bidder must confirm that awarding the contract would not breach an international or national sanction and that it is not barred from participating under applicable restrictions. Where a ground applies, the bidder may provide information about measures taken to restore its reliability where legally available.

The bidder’s net turnover in its most recently completed financial year must be at least EUR 25,000. Joint bidders may aggregate their turnover. If relying on another entity’s financial capacity, the bidder must provide that entity’s information and, on request, its consent and evidence of turnover; that entity assumes joint liability with the bidder for the part of the contract supported by its capacity. The bidder must have properly completed at least one design contract during the 36 months preceding commencement of the procurement for a bridge, viaduct, tunnel or ecoduct located on a railway or public road, with a length of at least 7 metres. On request, the bidder must provide the client’s confirmation that the contract was properly performed, including the completion period and structure length. If relying on another entity’s technical or professional capacity, the bidder must provide that entity’s ESPD and, on request, its consent confirming both the capacity made available and its direct participation in the relevant part of the contract. The offer must include the completed work handover and payment schedule in the prescribed Excel file, with every work-package amount stated in euros to two decimal places; the file must not be altered beyond what is necessary to complete it. Joint bidders must submit a signed power of attorney and a separate ESPD for each member. The bidder must identify authorised persons not shown in the relevant register extract, or confirm that there are none.
