Procurement of a snow cannon, pumping system and accessories

The bidder must confirm that neither the company nor its management, supervisory body members, authorised representatives or decision-makers have been convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the illegal employment of foreign nationals. The bidder must also have no outstanding tax or social security payment obligations and must not be an entity subject to an international sanction. Where relevant, the bidder must provide information about the conviction, exclusion period, remedial measures and supporting evidence. The bidder must also confirm that entering into the contract would not breach international or Estonian sanctions.

The bidder must be registered in a commercial register in its country of establishment. A bidder established outside Estonia must submit an extract from the relevant register, both in the original and with an Estonian translation; the extract must show the company type, registration number, date of establishment, business activities, and the first and surnames of the management and supervisory board members. The bidder must have properly completed at least three contracts during the 36 months preceding the start of the procurement for the supply and installation of new snow cannons meeting the characteristics and performance requirements specified in the technical description. The bid must identify the supplied snow cannons, their brands, years of manufacture and countries of manufacture, and provide the contract value, contract period and information about the other contracting parties. For each snow cannon, the bidder must submit written confirmation from an authorised representative of the other contracting party that the contract was properly performed. The bid must also include the required descriptions and photographs of the products, together with authenticity certificates where required. The bidder must submit a technically compliant bid, the required price submission form with all blank fields completed, and a financial offer structured according to the prescribed price sheet. Any proposed equivalent solution must be explained and supported by evidence of equivalence.
