Procurement of technical self-paced online training package for SANS cybersecurity courses (Moldova)

Summary

The Estonian e-Governance Academy Foundation is procuring a self-paced online training package for SANS cybersecurity courses for a government entity in Moldova. The supplier must provide online access to the courses and materials in English and submit a description of the training package’s approach and methodology. The technical specification requires two participants per course, although the procurement-pass overview mentions one person per course; this discrepancy should be checked against the complete tender documents. Course content must be comprehensive and practical, preparing participants for the corresponding GIAC certification exams. The package must include personal, non-transferable exam vouchers and at least 120 days of continuous access for each participant, starting from their individual enrolment date. Each syllabus must include a detailed agenda, a description of the content, and details of practical and technical exercises. The tenderer must demonstrate that it is an experienced professional, an official training partner for the relevant courses, and legally entitled to sell the products under the contract. Its total turnover for the maximum of three financial years officially available when the procurement commenced must be at least EUR 100,000, supported by turnover data and documents such as tax declarations, annual reports or equivalent evidence. The offer must follow the prescribed price structure and comply with the tender documents; conditional offers are not permitted. A joint tender must include an authorisation for its representative. The tenderer must also provide the required methodology description and evidence of its rights, and explain and substantiate any claimed equivalence.

Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tenderer must declare whether it, or any person authorised to represent, manage or control it, has relevant final convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The grounds also cover unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement that cannot be remedied; serious or persistent failures under previous contracts; false or misleading information, failure to provide required information or documents, or improper attempts to obtain confidential information or influence the procurement; and applicable national grounds, including international sanctions, illegal employment of foreign nationals, local tax debts where applicable, tax offences and restrictions on participation based on the tenderer’s place of establishment. The tenderer must confirm whether any ground applies and provide relevant details where required. For certain grounds, it may describe corrective measures taken to demonstrate restored reliability, where that possibility is available. The tenderer also confirms that it will not use a subcontractor that must be replaced under the applicable procurement rules.

Qualification criteria and exclusion grounds

The tenderer’s total general turnover over a maximum of the last three financial years officially available when the procurement commenced must be at least EUR 100,000. The tenderer must provide a statement showing turnover for those years and supporting evidence, such as tax declarations, annual reports or equivalent documents. The tenderer must submit confirmation and supporting documents showing that it is an experienced professional and an official training partner for the relevant courses, with legal rights to sell the products covered by the contract. It must also provide a description of the training package’s approach and methodology that addresses the technical requirements: courses and materials in English and accessible online; two participants per course; comprehensive, practical content preparing participants for the corresponding GIAC certification exams; a personal, non-transferable exam voucher for each corresponding exam, valid for the period specified in the tender; and at least 120 days of continuous course access from each participant’s enrolment date. Each syllabus must include a detailed agenda, a thorough description of the content and specifications for relevant practical and technical exercises. The tenderer must submit the required turnover information and documents, the training methodology description, and the confirmation and evidence of its legal rights. The offer must follow the prescribed price-submission structure and comply with the procurement documents. Any claimed equivalence must be explained and supported with evidence. In a joint tender, the participants must provide an authorisation for their representative; where relevant, they must also describe each participant’s expected share and the nature of its work.
