The procurement covers a framework agreement for the supply, implementation and operation of a web-based, audit-secure and configurable grant-management software solution. The supplier must provide hosting and technical operation, configuration, data migration, integrations and exports, an API, support, maintenance, training and documentation. The solution must manage applications, amendment applications, payment requests, interim and final use reports, and substantive reports with role-based access, checklists, multi-stage approval using the four-eyes principle, document versioning and an immutable audit trail. The planning scenario includes approximately 60 internal users, up to 1,000 external users, up to 300 concurrent active sessions and approximately 60 active projects or subprojects. The estimated and maximum callable framework-agreement volume is EUR 420,000, and the procurement is not divided into lots.
