Maintenance and repair of ventilation and heating systems

Summary

The procurement covers scheduled maintenance and repair of ventilation and heating equipment in AS Tallinn Airport’s buildings: at Tallinn Airport, excluding the passenger terminal, and at Tartu, Pärnu, Kuressaare and Kärdla airports. Bids may be submitted for individual lots. Bidders must price the scheduled maintenance and services using the prescribed structure and confirm that their bids comply with the tender documents; conditional bids are not allowed. For contract performance, the contractor must hold the required licences and registrations, and the maintenance and repair work must be performed by trained, appropriately certified and experienced staff. Among other requirements, the contractor must use compliant air filters with at least energy class B and submit test reports for them. The contractor must provide prompt response, observe safety and cleanliness rules, and remove waste generated by the work.

Compliance requirements

The contracting authority will exclude bidders subject to the mandatory exclusion grounds under section 95(1), points 1–5, of Estonia’s Public Procurement Act. Bidders must confirm that these grounds do not apply. The authority may also exclude bidders subject to the grounds under section 95(4), points 8 and 12; bidders must confirm that these do not apply and provide relevant details where necessary. Foreign bidders must provide a criminal-record extract, or an equivalent document issued by a court or administrative authority in their country of establishment, covering the circumstances under section 95(1), points 1–3, and a certificate from the competent authority covering the circumstance under point 4. The bidder must also disclose any persons authorised to represent, make decisions for or control the company who are not identifiable from the commercial register, or confirm that there are none.

Qualification criteria and exclusion grounds

The bidder must hold all licences, registrations, permits and intellectual property rights required to perform the contract. Maintenance and repair work must be carried out by appropriately trained and experienced employees who hold relevant professional certificates. No minimum financial turnover, number of references or quantified experience threshold is specified in the provided conditions. The bidder must submit Appendix 1 with the prices for scheduled maintenance and services, following the prescribed pricing structure. It must provide test reports for the proposed replacement filters based on EN ISO 16890:2016. Filters must be tested to ISO 16890 or a newer standard, certified by Eurovent, VTT or another certified independent testing laboratory, and have at least energy class B under the 2019 Eurovent energy classification. Frames must be metal or plastic; filter media may be glass fibre or synthetic. Equivalent solutions may be offered if their equivalence is explained and supported by evidence.
