Heating, ventilation and sanitary engineering design services (HLS)

Summary

The tender concerns specialist design services for heating, ventilation and sanitary engineering (HLS) under sections 53–56 and Annex 15 of the HOAI, for planning groups 1–3. Bidders must prepare their offers using the updated tender documents, including the revised planning brief and fee offer form. The notice states that offers will be opened on 5 October 2026 at 10:00; the exact submission deadline must be checked in the tender documents. Any offer submitted using an earlier set of documents must be withdrawn and resubmitted using the current version; offers based on superseded documents will be excluded. The person responsible for HLS specialist design must hold an engineering professional qualification, for example in building services engineering or technical building equipment, and be entitled to use the protected professional title of engineer. A technician or master’s qualification at EQF level 6 is not automatically equivalent; the required qualification may also be demonstrated through a consortium member or subcontractor. The project team must name at least an overall project manager and a deputy, along with any other staff needed to meet the minimum requirements. For construction costs, it is sufficient to provide the total construction cost and the cost for DIN 276 cost group 400. Check the tender documents for any other precise participation requirements.
