Compliance requirements

The bidder, its management, administrative or supervisory body members, and persons authorised to represent, make decisions for or control it are checked for convictions within the preceding five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and unlawful use of child labour or human trafficking. A ground for exclusion also applies if the exclusion period imposed by a court judgment is still in force. The bidder must not have outstanding tax or social security payment obligations. The notice sets the threshold at EUR 0; however, in Estonia, a tax debt certificate is not issued where the debt for taxes administered by the same tax authority is under EUR 100 or payment has been deferred. For foreign bidders, the rules of their country of establishment apply. Qualification criteria and exclusion grounds

Within the 36 months preceding the start of the procurement, the bidder must have successfully completed at least two contracts for preparing and delivering a development day, seminar, conference, community engagement event, cooperation seminar or comparable public event. At least one event must have involved active participant engagement, such as workshops or discussions, and must have had at least 100 participants. References must include the contract period and value, completion date, event description and participant count, and the customer’s and its representative’s contact details; for a contract awarded through a public procurement, the procurement register reference must also be provided. The bid must name a project manager with at least 3 years of experience preparing and delivering comparable public events. During the 36 months preceding the start of the procurement, the project manager must have managed or been responsible for preparing and delivering at least two public events, at least one of which had 100 or more participants. A sufficiently detailed CV must be submitted as evidence. During contract performance, the bidder must provide a moderator, a programme activities facilitator and an inspirational speaker with the expertise specified in the technical description. The bidder must confirm acceptance of the procurement conditions; conditional bids are not permitted, and the price must follow the required structure. For a joint bid, a power of attorney signed by all joint bidders must be included. If relying on another entity’s resources, the bidder must provide that entity’s consent to participate in contract performance. The bidder must also provide the names and personal identification codes of authorised persons who are not identifiable from the bidder’s business register, or confirm that there are no such persons. Any trade secrets must be identified and justified; the bid price and numerical figures relevant to the award criteria may not be designated as trade secrets.
