The bidder must confirm that none of the exclusion grounds under § 95(1) of the Estonian Public Procurement Act apply. These grounds include specified convictions involving criminal organisations, breaches of integrity, corruption, fraud, terrorism, money laundering or terrorist financing; unlawful employment of foreign nationals or breaches of employment conditions; child labour or human trafficking; outstanding tax, duty or environmental-charge debts; and contract award that would breach international or Estonian government sanctions.

The notice does not specify financial-capacity, experience, staffing or other selection thresholds. The bidder must submit the required statement and bidder confirmations using Appendix 5, and confirm that its bid complies with the tender documents and follows the prescribed pricing structure. Conditional bids are not permitted. If bidding jointly, the bidders must appoint an authorised representative and include their power of attorney.
