Police promotional items

Summary

The tender covers the supply of promotional items for the North Rhine-Westphalia Police, including printing or other customisation, storage, order picking and dispatch. The supplier must offer all items listed in the annex, including pens, highlighters, towels, bags, multitools and other promotional gifts; individual products cannot be tendered as separate lots. The total contract budget is capped at EUR 95,000 including VAT, comprising EUR 90,000 for promotional items and a maximum of EUR 5,000 for shipping. Bidders must observe the minimum quantities and state the quantities offered for each item. Some items must be stored for at least 14 months and remain continuously available. Orders will be placed through the buyer’s web shop; a dispatch note issued by the buyer in response to an order triggers picking and shipment. Orders must be dispatched within five working days. Shipments must be insured and trackable, with a maximum cost of EUR 7.69 per shipment; only actual costs are payable, and pricing must be based on up to 650 shipments. Recyclable packaging should be used where possible. Products must be customised in accordance with the buyer’s instructions and corporate design, and a proof must be approved before mass production. Web shop items must be available within 6–8 weeks after contract award and approval of the print proofs. The offer must include a storage plan, evidence of storage and logistics capacity, a list of the products and quantities offered within the budget, and an uncustomised sample of every offered item. Evaluation weights are: product quality 30%, storage concept 10%, and quantities offered—cotton bags 20%, pens 10%, highlighters 10%, sports towels 10% and multitools 10%. The submission deadline is 8 October 2026 at 12:00. A self-declaration concerning exclusion grounds is required.
