Security and ancillary services at Madrid Destino venues

Summary

The procurement is divided into two lots, and a bidder may submit an offer for only one. Lot 1 covers routine and event-based security and guarding at venues managed by Madrid Destino, including armed or unarmed guards as needed, alarm-receiving-centre operations, alarm response and system maintenance. Services will be provided at venues including Caja Mágica, Faro de Moncloa, buildings in the Casa de Campo exhibition grounds and the Daoiz y Velarde Cultural Centre. Lot 2 covers auxiliary services: routine and demand-based support, as well as auxiliary services and coordination for events. The planned contract term is 24 months, from 7 October 2026 to 6 October 2028, with an extension of up to 12 months in total. In both lots, payment is for services actually delivered. The budgets excluding VAT are €9,505,251.34 for Lot 1 and €659,096.14 for Lot 2. In addition to routine services, the buyer may request extra event services as needed; the stated additional service-hour volumes are estimates. Existing staff assigned to routine services must be taken over in both lots. Subcontracting is not permitted. Bids must be submitted electronically and include the price offer, required declarations and a lot-specific technical plan: a security plan for Lot 1 and an emergency-response plan for Lot 2. Price, quality and other criteria specified in the documents will be evaluated. Bidders must meet the turnover and relevant experience requirements for the lot concerned; the Lot 1 security provider must also hold the required security-company authorization.
