Preparation of the preliminary design for the Alatskivi kindergarten building

The tender passport asks the bidder to confirm that neither the company nor its management, supervisory bodies or representatives have relevant final convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and human trafficking offences. Tax and social security contribution obligations must be met. National exclusion grounds also cover enabling the unlawful employment of a foreign national and contracts that would breach international or Estonian sanctions. Where an exclusion ground applies, the documents describe the possibility of providing evidence of measures taken to restore the bidder’s reliability where permitted.

The bidder must be entered in the relevant business register. For foreign bidders, equivalent registration details and a reference to the relevant register must be provided. The entity preparing the building project must be registered in the Estonian Register of Economic Activities for the activity of preparing building projects. The bidder or joint bidders must document at least one properly completed project, carried out within the previous five years, involving the design of a new kindergarten building with at least four groups, or participation in the project team for a kindergarten building; equivalent experience may also be accepted. Provide information on the project, its client, dates, value and the bidder’s role. The kindergarten building’s chief designer must hold one of these qualifications: Diplomeeritud arhitekt, level 7; Volitatud arhitekt, level 7; or Volitatud arhitekt-ekspert, level 8. The offer must comply with the tender documents, use the required price structure and include the participation confirmation. Joint bidders must appoint an authorised representative and submit their power of attorney. The bidder must confirm that it will not engage, for more than 10% of the contract value, subcontractors or suppliers covered by the stated Russian Federation restrictions, and that the offered goods are not subject to international sanctions or from sanctioned regions. The bidder must identify and justify any trade secrets; the price and other specified evaluation figures cannot be treated as trade secrets.
