Functional-use PFU for collective protection facilities in a dual-use system

Summary

The procurement concerns the development of a complete Functional-Use Program (PFU) for a collective protection facility in a dual-use system in Toruń, on Bema Street, including at least concealment of category U-1, sport and event infrastructure, and civil protection coordination/support facilities. The PFU must enable the preparation of a future tender for design and construction and may serve as the starting basis for project documentation. The scope includes verification and adjustment of the BAM concept to meet OPZ requirements, geotechnical investigations, validation of sport-related requirements with users and Polish sports associations, development of protective functions in two variants (Variant I – U-1 concealment; Variant II – a broader resistance category as directed by the Client), specification of architectural, structural, and installation and equipment requirements, and preparation of descriptive, drawing and cost components, plus procurement of maps and input materials and transfer of rights. It also covers formal and administrative requirements for subsequent investment, and entails coordination across disciplines and stakeholder consultations.
