Procurement of travel management and related services

The tender passport covers exclusion grounds relating to criminal convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. It also covers breaches of tax or social security payment obligations; environmental, social or labour law obligations; insolvency, liquidation, suspended business activity or similar financial distress; serious professional misconduct; anti-competitive agreements; conflicts of interest or involvement in preparing the procurement; serious or repeated failures under previous contracts; false or misleading information, failure to provide required information or evidence, and attempts to obtain confidential information or improperly influence the procedure. National grounds also cover enabling the unlawful employment of a foreign national, international sanctions, tax offences and any applicable restriction on participation based on the bidder’s place of establishment. Where a ground applies, the bidder may provide evidence of measures taken to restore its reliability where the law or tender documents allow this.

The bidder’s net turnover must have been at least EUR 2,000,000 in each of the last three completed financial years. For calendar-year financial periods, the specified years are 2023–2025. The bidder must also have completed at least three travel-management service contracts during the 36 months before publication of the contract notice. Each contract must have been for a business customer with at least 300 employees and have a value of at least EUR 100,000 excluding VAT. For each reference, provide the customer’s name and contact details, a description of the contract, its performance period, the customer’s employee count and the contract value. For an ongoing contract, state the value performed during the relevant 36-month period. At the contracting authority’s request, the bidder must provide the customer’s confirmation that the contract was properly performed; additional information or evidence requested by the authority must be supplied within five working days. The offer must include the required confirmations that the service complies with the service description and tender documents, and that environmental reports and extracts will be provided on request. These reports must give, for each ticket, greenhouse-gas emissions in kg CO2 equivalent and distance travelled in kilometres, as well as the travel date, transport mode, origin, intermediate stops, destination and number of passengers. The offer must remain valid for at least three months after the submission deadline. The successful bidder must sign the framework agreement and return it within five calendar days after receiving the agreement signed by the contracting authority. The offer must be submitted by the bidder’s legal or authorised representative; if the signatory is not the legal representative, submit the required authorisation. Joint bidders must appoint a representative, submit the required power of attorney and joint-liability confirmation, and provide a tender passport for each bidder.
