Compliance requirements

The bidder must confirm that the bidder, its management or supervisory board members, authorised representatives and other persons authorised to represent or control the company have not been convicted of organised crime, corruption, fraud, terrorism, money laundering, terrorist financing, unlawful employment, breaches of foreign workers’ employment conditions, illegal child labour or human trafficking offences. The bidder must not have outstanding public tax, payment or environmental charge debts, or tax or social security payment debts under the law of its country of establishment. Awarding the contract must not breach an international sanction or a sanction of the Republic of Estonia. The offered goods must not be subject to international sanctions or originate from a sanctioned region. The bidder and its subcontractors must not be established or resident in the Russian Federation or the Republic of Belarus.

Qualification criteria and exclusion grounds

During the 36 months preceding the contract notice, the bidder must have completed at least one similar contract for the sale and installation of an RFID-based self-service device for a library. A comparable assignment means the sale and installation of an RFID self-service device for a library with at least 4,000 registered readers. The work may have started earlier, but it must have been accepted during the stated 36-month period. The bidder must provide the contract name, the client’s name and contact details, the procurement reference number where applicable, the contract start and end dates, and the contract value excluding VAT. The bidder must submit a description of the proposed solution with the product specification and demonstrate compliance with the technical requirements. A separate description of compliance with accessibility requirements must also be provided, supported by verifiable evidence such as the manufacturer’s technical data, drawings, screen views or extracts from the user manual. The required bidder declarations and information form must be submitted with the tender. The tender must comply with all tender document requirements, follow the required pricing structure and be unconditional. Where an equivalent solution is offered, the bidder must explain its equivalence and provide supporting evidence. In the case of a joint tender, a power of attorney for the joint bidders must be included. Before submitting the tender, the bidder must inspect the site in the presence of the contracting authority’s representative and register the visit on the attendance sheet. A tender submitted without the required site visit will not be considered and will be rejected.
