Compliance requirements
The bidder must declare whether it or its representatives are subject to exclusion grounds, including relevant criminal convictions within the past five years; unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation or suspended business activities; serious professional misconduct; competition-distorting agreements; conflicts of interest or involvement in preparing the procurement; serious or repeated breaches of previous contracts; false or misleading statements, failure to provide required information or documents, or attempts to obtain confidential information improperly; and breaches of environmental, social or labour-law obligations. National grounds also cover enabling the unlawful employment of a foreign national, being subject to international sanctions, and convictions for tax offences. Where an exclusion ground applies, the bidder may provide information on remedial measures where permitted. The bidder must also confirm that it will not involve restricted Russian-linked subcontractors or suppliers for more than 10% of the contract value and that the offered goods are not subject to international sanctions and do not originate in sanctioned regions.
Qualification criteria and exclusion grounds
No specific financial-capacity, turnover, previous-experience, personnel or certification qualification thresholds are stated in the available document. The bidder must provide the required technical and price submissions and supporting product information. The offer must include manufacturer literature or other relevant evidence—such as conformity certificates, product catalogues, information materials, user and maintenance manuals, and technical data—to demonstrate that the offered device, accessories and components meet the tender requirements. The bidder must complete all fields in Annex I, the technical description and offer form, and submit the price using the structure in the price evaluation worksheet and Annex II price form. The bidder must provide the name, position, telephone number and email address of the person authorised to sign the framework and contract, identify the basis of that authority and attach a power of attorney if applicable; contact details are also required for the person responsible for contract performance. The offer must accept all tender-document conditions; conditional offers are not permitted. Any information claimed as a trade secret must be identified and justified, but prices and specified evaluation-related figures may not be treated as trade secrets.
