Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The exclusion grounds cover final convictions within the previous five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. They also include breaches of tax or social security payment obligations; bankruptcy, insolvency, liquidation, suspended business activity or comparable situations; serious professional misconduct; competition-distorting agreements; unresolved conflicts of interest or involvement in preparing the procurement; and serious or repeated breaches of previous contracts resulting in early termination, damages, price reductions or penalties. Further grounds include breaches of environmental, social or labour obligations; false or misleading information, failure to provide required information or documents, or improper attempts to influence the procurement; enabling the unlawful employment of foreign nationals; international sanctions; and convictions for tax offences. The tax-debt threshold is EUR 0, with the notice explaining that an Estonian tax-debt certificate is not issued for debt below EUR 100 (excluding interest not determined by an administrative act) or where payment has been rescheduled; foreign suppliers are assessed under the law of their country of establishment. Where legally permitted, a supplier may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The hankepass provided does not specify concrete turnover, experience, registration or other qualification thresholds; check the tender documents for any such requirements. The bidder must submit an unconditional tender, confirm acceptance of the tender-document conditions, and complete the technical description and tender form. Prices must follow the structure specified in the award criteria and evaluated items sheet. The bidder must provide the name, title and basis of authority of the person who will sign the contract, together with the name, telephone number and email address of the contract-performance contact. If the contract is signed under a power of attorney, that document must be attached where required. If the tender departs from a standard, label or other requirement referenced in the tender documents, the bidder must explain equivalence and provide supporting evidence. Any information designated as a trade secret must be justified; the tender price and information reflecting compliance with award criteria may not be classified as trade secrets. The bidder must confirm that the goods are not subject to international sanctions and do not originate from a sanctioned territory. For procurements above the international threshold, subcontractors and suppliers with the specified Russian connections may not be engaged for more than 10% of the contract value. The document does not detail the award criteria or their weightings; check the tender documents.
