The bidder must confirm that none of the applicable exclusion grounds exist for the bidder or relevant representatives. These grounds include final convictions within the last five years, or a continuing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. The bidder must also have no outstanding tax or social security payment obligations; the notice states a threshold of EUR 0 and notes that tax-debt evidence is generally not issued where the total debt is below EUR 100 or payment has been deferred. Other grounds include breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, agreements with creditors, comparable national-law situations, assets administered by a liquidator or court, suspended business activity, serious professional misconduct, competition-distorting agreements, conflicts of interest, involvement in preparing this procurement that creates an unavoidable advantage, serious or repeated failures under previous public contracts resulting in early termination, damages or comparable sanctions, and false or misleading information or failure to provide required information or documents. National exclusion grounds also cover being subject to international sanctions, enabling the employment of an unlawfully staying foreign national, local tax debt owed in the contracting authority's area, convictions for tax offences and restrictions on the bidder's right to participate. The bidder must confirm that it will not use a first-tier subcontractor that would have to be replaced under the Public Procurement Act. First-tier subcontractors are checked during contract performance and must submit a European Single Procurement Document. The bidder must also confirm that it will not use subcontractors or suppliers covered by the applicable EU sanctions restrictions where they would account for more than 10% of the contract value, including Russian nationals, residents or entities, entities more than 50% owned by them, or persons acting on their behalf or instructions. For subcontractors, the tender documents require confirmation that the exclusion grounds under the relevant provisions of the Public Procurement Act do not apply.

The bidder must involve a level 6 safety systems designer with a valid professional certificate and competence in evacuation lighting design. If the designer is not directly employed by the bidder, the tender must include the specialist's digitally or hand-signed confirmation that they agree to participate in the actual performance of the contract. The specialist named in the tender must be the same person whose details are submitted in the European Single Procurement Document under technical and professional capacity. The bidder must submit a complete, unconditional tender in accordance with the procurement documents, the required price structure and the specified equivalence rules, including evidence of equivalence where necessary. The bidder must inspect the site before submitting the tender; the inspection must be arranged in advance with the contracting authority's contact person, Jannu Kuusik, at jannu.kuusik@tallinnlv.ee. A bidder that has not properly visited the site is not entitled to submit a tender. The machine-readable notice did not specify financial turnover, reference-project or additional team requirements beyond the designer requirement; any further requirements must be checked in the official tender documents.
