Rental of vehicle GPS devices, remote management service and booking system

A bidder will be excluded if any of the exclusion grounds set out in Section 95(1), points 1–5 of the Estonian Public Procurement Act apply. The bidder must confirm that these grounds do not apply. A foreign bidder must provide an appropriate criminal records extract or equivalent document, together with a certificate from the competent authority confirming the absence of the circumstances referred to in Section 95(1), point 4. Any participation restrictions based on the bidder’s place of establishment or residence set out in the tender documents must also be observed.

The bidder’s total turnover from all business activities in the financial year most recently completed before the start of the procurement procedure must be at least EUR 50,000. The turnover must be reported in the procurement register and, at the contracting authority’s request, proven by an extract from the annual accounts. A foreign bidder must provide a certificate or extract issued by the competent authority in its country of establishment; if the figures are not yet publicly available, another document showing compliance must be submitted. During the 36 months preceding the start of the procurement procedure, the bidder must have completed at least two contracts for renting vehicle GPS devices and providing remote management services. Under each contract, devices must have been installed in at least 50 vehicles. For each reference contract, the bidder must provide the contract details, value, number of vehicles covered, signature date and the contact details of the other contracting party; for public contracts, the reference number must also be stated. The tender must include a sufficiently detailed technical description enabling the contracting authority to verify compliance of the service and devices with the requirements. Conditional tenders are not permitted. The tender price and all unit prices must be submitted in the required structure; zero or negative prices and missing unit prices will result in rejection. Where applicable, equivalence must be explained and supporting evidence provided. In the case of a joint tender, a power of attorney from the joint tenderers must be included.
