The bidder must not be subject to any of the exclusion grounds from the procurement procedure set out in subsection 1 of § 95 of the Estonian Public Procurement Act. The bidder must provide a confirmation to this effect; when checking the successful bidder, the contracting authority will rely on the submitted confirmation.

No separate qualification or suitability criteria are specified in the machine-readable notice. To demonstrate compliance, the bidder must submit the manufacturer's technical description or other documentation for the proposed device so that compliance with the requirements can be assessed. The tender must comply with all conditions in the tender documents, and conditional tenders are not permitted. The price must be submitted in the structure specified by the contracting authority. Where necessary, an equivalent solution must be explained and evidence of equivalence must be provided. The supplied goods must carry a warranty of at least 12 months, and warranty work must be performed at the bidder's own expense; the bidder must state the number of days within which warranty work will be carried out. In the case of a joint tender, a power of attorney from the joint bidders must be submitted. The bidder must identify any information considered a trade secret and provide reasons for that designation; the tender price and numerical indicators related to the award criteria may not be designated as trade secrets.
