Qualification criteria and exclusion grounds

The tenderer must have performed at least one similar design contract during the 36 months preceding publication of the contract notice. The tenderer must have acted as the lead contractor, and the design must cover a building, part of a building or a building complex with at least 400 m² of gross internal floor area. The work must have reached at least the basic design stage and include architecture (including interior architecture), structural design, building services (heating and ventilation, heat supply, water supply and sewerage), electrical systems (power, low-voltage and automation) and fire safety. A contract need not be completed by the start of this procurement, provided the required minimum scope has been performed. List the reference contract in the procurement passport, including the client and contact details, project, designed floor area and performance period; include the procurement reference number if it was awarded through a public procurement. Be ready to provide supporting evidence if the information is not available in public databases. The team must include a project manager with at least a Level 7 Chartered Building Engineer qualification, specialising in Building Construction and with the selected competence in Design Management or Preparation of Building Design Documentation, or an equivalent qualification. The design team must also include a specialist for heating, ventilation and cooling with at least a Level 7 Chartered Heating, Ventilation and Cooling Engineer qualification and competence in designing indoor climate systems, and a structural design specialist with at least a Level 7 Chartered Building Engineer qualification, specialising in Building Construction and competent to prepare building design documentation. Equivalent qualifications are accepted, but initial qualifications based solely on education are not. Provide the required information for each specialist using Form 4. For qualifications awarded outside Estonia, provide a copy of the qualification document and a document from the competent Estonian authority confirming its equivalence to the required qualification. One person may cover multiple areas if qualified. Submit Form 2 and Form 3 as prescribed, without changing the other cells or formulas in Form 3, and enter the resulting VAT-exclusive total in the designated e-procurement worksheet. The bid must adopt all tender-document requirements and account for the services and work volumes needed to meet the contracting authority’s objectives.
