The bidder must confirm that neither the company nor its management, supervisory body members, authorised representatives or other controlling persons have been finally convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The bidder must also have complied with its tax and social security payment obligations. The bidder must not have enabled an unlawfully staying foreign national to work or breached the conditions for employing a foreign national in Estonia, including by paying below the statutory wage rate. The bidder must not be subject to international sanctions and must be legally entitled to submit a tender under the applicable national rules and any participation restrictions set out in the tender documents. Where relevant, the bidder must provide the requested explanations and evidence and may describe measures taken to restore its reliability, if permitted for this procurement.

The notice does not specify separate financial turnover, previous experience, professional qualification or staffing requirements. The bidder must submit a compliant tender for a passenger van operating lease, with a term of 60 months and delivery to the contracting authority no later than 31 December 2026. The proposed vehicle must meet the technical specification. The tender must include Form 2, the technical tender, together with sufficiently detailed manufacturer-issued technical data and photographs, drawings or other visual material. The bidder must submit the total tender price in euros in the required evaluation-price structure and on Form 3, the price tender. A conditional tender is not permitted. The tender must include an operating-lease offer with a payment schedule prepared by the bidder or a credit institution. The bidder must ensure compliant maintenance and warranty service in Kuressaare and provide either the name, address and contact details of the vehicle manufacturer's representative located there or confirmation that a service van can be arranged in Kuressaare. Any proposed equivalence to a stated standard, technical requirement, product or other reference must be explained and supported by evidence where necessary. Joint bidders must submit the required power of attorney. The bidder must identify and justify any trade secrets; the tender price and price components may not be classified as trade secrets.
